US Congressman. He was born in Philadelphia, Pennsylvania, and was educated at local common schools before moving to Berks County, Pennsylvania, where he engaged in the mercantile business. He then ran for public office and was elected as a Member of the State House of Representatives and served in that position from 1799 to 1805. He then decided to run for a seat in the United States Congress and was elected to fill the vacancy in the Thirteenth Congress caused by the resignation of Pennsylvania United States Representative John M. Hyneman. He was also elected to the Sixteenth Congress to fill the vacancy caused by the resignation of Pennsylvania State Representative Joseph Hiester and later he was elected to the Eighteenth Congress, and subsequently he was elected to the Seventeenth Congress to fill the vacancy caused by the death of Pennsylvania State Representative Ludwig Worman in 1822. In all as a Republican, he had served Pennsylvania's seven Districts (Thirteenth, Sixteenth, Seventeenth, and Eighteenth Congresses) in the United States House of Representatives from 1813 to 1815, 1819 to 1821, 1821 to 1823, and 1823 to 1825. He was not a candidate for renomination in 1824. After his time in public office ended, he continued with his mercantile business. He passed away in Reading, Pennsylvania, at the age of 76.
