US Congressman. He attended Kentucky Wesleyan College, then Wesleyan University Illinois, studied law, was admitted to the bar in 1890 and commenced to practice law in New York City. During the Spanish- American War, he served as a Private in Company C, 71st Regiment, New York National Guard and was a member of the New York State Assembly in 1906. In 1913, he was elected as a Democrat to the Sixty-third and Sixty-fourth Congresses, serving until 1917. An unsuccessful candidate for reelection, he resumed the practice of law in New York City until his retirement in 1928.
