Peruvian religious leader and Cardinal of the Roman Catholic Church. A native of Villa de Vitor, near Arequipa. He studied first at the Seminary of San Jerónimo, in Arequipa, then at University of San Agustin, in the same city and finally at the Pontifical Gregorian University, in Rome. He was ordained, on June 2, 1906 and did pastoral work in Arica until 1910 when he was expelled by Chile which claimed as its own this province. During thirty years, he worked in the Arequipa region mostly as vice-rector of the local Seminary and also as staff member and later director of "El Deber", the oldest newspaper in southern Perú. On March 2, 1941, he was consecrated bishop of Trujillo, and three years later, precisely on May 23, 1943, he was promoted to archbishop when Trujillo was elevated to metropolitan see. He was appointed Military vicar of Perú, on January 13, 1945 and later this same year, on December 16, he was transferred to the metropolitan see of Lima. Pope Pius XII created him cardinal, on February 18, 1946. He passed away in his episcopal city.
