U.S. Congressman. Educated at Willoughby Collegiate Institute Ohio, he taught school, graduated from Harvard University in 1874, from Harvard Law School in 1877 and was admitted to the bar in 1878. He was associated with the Edison electric light interests in New York, moved to Erie, Pennsylvania, in 1882, was admitted to the Pennsylvania bar in 1884 and practiced law. He was a member of the common council of Erie in 1888 and owner-editor the Erie Gazette, (1890-92). In addition, he was Erie City Solicitor, (1896-99) and served in the Pennsylvania State Senate, (1911, 13, 15). In 1917, he was elected as a Republican to the Sixty-fifth Congress, serving until 1919. Not a candidate for re-nomination, he resumed the practice of law and was judge of the orphans’ court for Erie County, (1921-31).
