US Congressman. Twice elected to represent Pennsylvania's 5th District in the US House of Representatives, he served from 1815 to 1819. Maclay was born in Lurgan Township, Pennsylvania. After independent study he was admitted to the bar at age 35 and set up a law practice in Chambersburg. He was Franklin County Commissioner in 1805 and 1806, a member of the Pennsylvania House of Representatives from 1807 to 1808, and associate judge of the Cumberland District in 1809. After his stint in Congress Maclay returned to private law practice. He died in Lurgan.
