U.S. Congressman, U.S. Senator. After graduating in law from Washington and Lee University Virginia, in 1891, he moved to Washington, was admitted to the bar and began the practice of law in Walla, Walla. He was prosecuting attorney of Walla Walla County (1892-97), assistant prosecuting attorney for Spokane County (1898-1904) and judge of the superior court, (1904-08). In 1909, he was elected as a Republican to the Sixty-first Congress, serving until 1911 and then elected to the United States Senate, serving (1911-23). An unsuccessful candidate for reelection, he was appointed Ambassador to Peru by President Warren Harding, serving (1923-28). He died at age 78.
