Born in Galesberg IL, the son of Charles Edward and Alta (Conger) Baldwin. He graduated with a degree in architecture and opened his office in Detroit in 1890. In 1911 he moved to Virginia and established an office in Washington DC. He was a member of the American Institute of Architects from 1897 to 1945, becoming a Fellow of the Institute his first year of membership. He served as a Vice President and Director. He was also a member of the Detroit Architectural Club, which he served as President in 1907.

On June 24, 1896 he was married to Lilian E. Edson, who predeceased him. He was survived by a sister, Mary (Baldwin) Kennedy (memorial #48769306).
