US Presidential Cabinet Secretary. He served at the 38th United States Secretary of the Treasury during the Administration of President Grover Cleveland from 1887 until 1889. After attaining his Law degree from Harvard Law School, he commenced practicing and joined a law firm of which he would become a partner. He served as the Assistant Attorney General of the State of New York from 1874 until 1875 and served as Attorney General of the State of New York from 1876 until 1877. He succeeded Daniel Manning as the Secretary of the Treasury and during his tenure, he was a proponent of government reform. After leaving Washington, he returned to practicing law.
