U.S. Congressman. He graduated from the law department of the College of the City of New York, in 1875, was admitted to the bar and commenced to practice law in New York City. He was a member of the New York State Senate, (1887-98) and president of the Borough of Manhattan, in 1901. In 1913, he was elected as a Democrat to the Sixty-third Congress to fill the vacancy caused by the resignation of Francis Burton Harrison, serving until 1915. After leaving Congress he resumed the practice of law and was President of the New York City Department of Taxes and Assessments, until his death at age 66.
