U.S. Congressman. He attended Washington and Lee University, the University of Virginia, studied law, was admitted to the bar in 1886 and commenced to practice in Appomattox, Virginia. He was a member of the Virginia State House of Delegates, (1887-91) a member of the Virginia State Senate, (1891-1901) and elected prosecuting attorney for Appomattox County, (1891, 95, 99). In 1901, he was elected as a Democrat to the Fifty-seventh Congress and to the next ten succeeding Congresses and served until his death at age 56.
