Fred was born in Parma, Idaho. He graduated from the University of Idaho in 1902 and qualified as a civil engineer. His first job was deputy clerk and recorder of Canyon County. Next he worked for the Bureau of Reclamation, primarily on the Minidoka irrigation project. In 1905 he was appointed city engineer for Caldwell, and afterward spent his career combining public service with a private engineering practice. He spent many years as either Caldwell City Engineer or Canyon County Surveyor, both elected positions.

He was active in the I.O.O.F., the Caldwell Commercial Club, the Idaho Society of Engineers, The United States Good Roads association, and the Methodist Episcopal Church.

He served as mayor of Caldwell for the 1929-1930 term.

Fred married Ellen Harmon on April 10, 1907, at Caldwell.
