U.S. Congressman. Born the son of Congressman William Burleigh, at age sixteen he became a sailor and later commanded a ship on foreign voyages, (1846-53). He then entered into the woolen manufacturing business at South Berwick, Maine. He was a member of the Maine State House of Representatives, (1862, 64, 66, 72) and a delegate to the Republican National Convention. In 1873, he was elected as a Republican to the Forty-third and Forty-fourth Congresses, serving until 1877. An unsuccessful for re-nomination, he resumed former manufacturing pursuits until his death at age 55.
