Ohio Governor, Iowa Territorial Governor. Born in Shepardstown, Virginia (current-day West Virginia), during the War of 1812, he joined the state militia and eventually attained the rank of Major General. In addition to his military duties, he had an interest in politics. He served in the Ohio House of Representatives prior to the War of 1812, and served in the Ohio Senate several terms (1814 to 1822, 1824 to 1828, and 1829 to 1830). He was elected Governor of Ohio, serving from 1832 to 1838 and was appointed the first governor of the Territory of Iowa, seving from 1838 to 1841. He was a member of convention that formed the Iowa state constitution in 1844.
