U.S. Congressman. He graduated from Cornell University in 1899, specialized in mechanical engineering and engaged in the manufacture of pumps. He was a delegate to the Republican National Conventions in 1908, chairman of the Seneca County Republican committee, (1912-23) and a member of the New York State Committee, 1914-15). In 1915, he was elected as a Republican to the Sixty-fourth Congress to fill the vacancy caused by the death of Sereno E. Payne, reelected to the Sixty-fifth, Sixty-sixth and Sixty-seventh Congresses, serving until 1923. Declining to be a candidate for re-nomination, he resumed his former manufacturing pursuits and later died at age 87.
