U.S. Congressman. He studied law, was admitted to the bar in 1843 and commenced to practice law in New York City in 1845. He was the civil justice of New York City, (1847-49), West Farms Town Supervisor, (1850-53) and that town's Corporation Counsel, (1853-56). In 1857, he was elected as a Democrat to the Thirty-fifth Congress and reelected as an Anti-Lecompton Democrat to the Thirty-sixth Congress, serving until 1861. After leaving Congress Haskin resumed practicing law and was elected to another term as West Farms Town Supervisor in 1863.
