Gallatin was educated under private tutors and in the University Grammar School, with the purpose of entering the University of the City of New York. But on account of feeble health he was unable to enter college or to engage in active business. He devoted much time to the study of mechanics and electricity and made and patented several inventions. He was a moving spirit in the Charity Organization Society, and ofter lectured for the benefit of the poor in missions. He felt that the crowning effort of his life was drawing up and securing the passage of the Tenement House Reform bill of 1879, which aimed to make sanitary plumbing in tenement houses a necessity, and to secure to the occupants of these houses proper ventilation, air and light.
