US Congressman. He was born one of three children (he also had two sisters, Mary and Elizabeth) to Dr. Henry Moore and Mary Dodd Moore, on a farm in Washington, Pennsylvania, and he pursued an academic course. He attended and was educated at the Washington College, later Washington & Jefferson College in Washington, Pennsylvania, and then studied law. He was admitted to the bar in 1802 and he commenced to practicing law after relocating to Beaver, Pennsylvania. On October 18, 1804, he married Mary Stibbs and the couple would have eight children (Joseph S. was born in 1805, Henrietta Maria was born in 1807, Elizabeth was born in 1810, Henry Clay was born in 1813, Amanda Zenobia was born in 1815, Alfred Robert was born in 1819, Franklin was born in 1822, and Caroline L. was born in 1825). He then decided to enter public service and became the Treasurer of Beaver County, Pennsylvania, and served in that position from 1805 to 1811. During the War of 1812, he served in the Pennsylvania State Militia. Following the war, he decided to run for a seat in the United States Congress and was elected. A Republican, he then served Pennsylvania's 15th District (Fifteenth and Sixteenth Congresses) in the United States House of Representatives from 1817 to 1821. He was not a candidate for renomination. After his term in the United States Representatives expired on March 4, 1821, he was succeeded by United States Representative Patrick Farrelly. In 1820, he was elected as a Member of the Antiquarian Society. He also served as a Member of the Pennsylvania State House of Representatives from 1830 to 1831. He passed away at the age of 52 in Beaver, Pennsylvania, on January 14, 1831, and was buried in the Beaver Cemetery beside his wife Mary who had died in 1829.
