U.S. Congressman. He graduated from Washington and Jefferson College, in 1901; served as deputy sheriff of Beaver County, Pennsylvania, (1903-06), studied law, was admitted to the bar i and commenced to practice law in Beaver, Pennsylvania. He was district attorney of Beaver County, (1912-24), deputy attorney general of Pennsylvania. (1924-27) and chief legal adviser of the sixth Federal prohibition district, (1927-29). He also served as United States Attorney for the western district of Pennsylvania, (1929-33) and special assistant to the Attorney General of the United States, (1934-36). In 1939, he was elected as a Republican to the Seventy-sixth Congress and to the next seven succeeding Congresses, serving until 1955.An unsuccessful candidate for reelection, he resumed the practice of law.
