US Congressman. Born in Quarryville, Pennsylvania, he graduated first from the Pennsylvania State Normal School in 1867 and was principal of the public schools Bedford, Pennsylvania, (1867-69). He studied law, was admitted to the bar 1870, commenced to practice law in Bedford, Pennsylvania, was a member of the Pennsylvania State House of Representatives, (1873-74) and prosecuting attorney of Bedford County, (1875-79). He also engaged in the banking business and was Assistant Secretary of the Interior, (1893-97). In 1905, he was elected as a Republican to the Fifty-ninth, Sixtieth, and Sixty-first Congresses, serving until 1911, when he resigned to accept the office of Lieutenant Governor of Pennsylvania, serving (1911-15). After his term he resumed the practice of law and was a member of the commission to revise the banking laws of the State of Pennsylvania, (1917-25). He died at age 84 in Bedford, Pennsylvania.
