US Congressman. He studied law and was admitted to the bar in September 1789, relocating to Morgantown to establish his practice. He served two terms in the State senate from 1792 to 1795 and from 1800 to 1804; two terms in the State house of delegates from 1799 to 1800 and from 1816 to 1817; and one term in the US House of Representatives from March 4, 1811 until March 3, 1813. He continued to practice law until his death at his home in Morgantown, Virginia.
