Romie Lee Daugherty was the second of three children born to James "Jim" Edward Daugherty and his wife Kate Lou Greenslade. Romie was born in Texas, probably in Van Zandt County, as that is where his parents were living in 1910, a year later. By 1930, the family was living in Justice Precinct Number 7 of Tarrant County, Texas.

In 1935 he was still living in Tarrant, and a year later, he and his wife, Hazel Marie Britton, had a son, Billy Lee Daugherty. In the 1940 census, he and his family were living in Fort Worth, Texas, where he worked as a laborer for the city. He had a fifth (or eighth - number unclear) grade education, owned his home (3910 East Fourth Street), and earned $864 a year.

He lived in Fort Worth at least until he was 60 and passed away in Tarrant County on April 12th, 1983.
