U.S. Congressman, U.S. Senator. In merchant business for himself, he studied law, was admitted to the bar in 1840 and commenced to practice law in Beverly, Virginia. He was a member of the Virginia State Senate, (1847-51) and was elected as the candidate of the American Party to the Thirty-fourth Congress, serving (1855-57). He was again elected as a Unionist to the Thirty-seventh Congress, serving March to July, in 1861. With the advent of the Civil War, he remained loyal to the Union and was elected as a Unionist to the United States Senate to fill the vacancy caused by the expulsion of Robert M.T. Hunter, serving (1861-65). Retiring from politics after serving in the Senate, he resumed the practice of law until his death at age 60.
