U.S. Congressman. Born on a farm in St. Marys, West Virginia, he attended West Liberty State College, graduated from Geneva College, Pennsylvania, in 1908 and was principal of Clarksburg High School, West Virginia, (1917-18). He was district supervisor of schools, (1919-22), Councilman of Clarksburg, (1921-23) Associated Press editor in Clarksburg, (1923-33), assistant West Virginia State auditor, (1933-41) and West Virginia State budget director, (1941-44). In 1945, he was elected as a Democrat to the Seventy-ninth Congress, serving until 1947 and was West Virginia State tax statistician, (1947-48). H was again elected to the Eighty-first Congress and to the next six succeeding Congresses, serving 1949-63). After his finial term, he lived in retirement until his death at age 78 in Clarksburg, West Virginia. The Cleveland Monroe Bailey Elementary School in Midwest City, Oklahoma, is named in his honor.
