West Virginia Governor, US Senator. Served as a Major in the United States Army during World War I. He served as the Governor of West Virginia from 1913 to 1917, and United States Senator from West Virginia from 1929 to 1935, being defeated as Republican in 1934. Also served as a Member of the West Virginia State Senate from 1908 to 1912, and Delegate to the Republican National Convention from West Virginia in 1916.
