US Congressman. Born in Philadelphia, Pennsylvania, he elected as a Republican and Pennsylvania’s 1st Delegate to the Eighth, Ninth, and Tenth Congresses, serving (1803-08). After his resignation, he was judge of the United States District Court for New Hampshire and engaged in banking at the Bank of Philadelphia. He died at age 42 in Philadelphia, Pennsylvania.
