Continental Congressman. Born in New York City, he moved to Philadelphia, Pennsylvania, was justice of the court of common pleas, quarter sessions of the peace, and was on the Philadelphia orphans’ court, (1771-72). In 1785, he was elected to the Continental Congress and chose not to serve. He was a member of the board of aldermen in 1789 and Mayor of Philadelphia, (1792-96). He died at age 67 in Philadelphia, Pennsylvania.
