U.S. Congressman. Born in Oswego, New York, he graduated from the University of Rochester and pursued a career as a newspaper reporter in 1894. During the Spanish-American War, he served as a Captain in Company D, 3rd New York Volunteers, US Army. After the war, he studied law, was admitted to the bar in 1902 and commenced to practice law in Oswego, New York. He was City Attorney of Oswego, (1906-10), District Attorney of Oswego County, (1911-21) and Judge of Oswego County, (1921-28). In 1928, he was elected as a Republican to the Seventieth Congress to fill the vacancy caused by the death of Thaddeus C. Sweet, reelected to the Seventy-first Congress and to the next seven succeeding Congresses, serving until his death at age 68 in Oswego, New York.
