US Congressman. Elected as a Democrat to represent New York's 23rd District in the Thirty-second Congress, he served from 1851 to 1853. Babcock was born in Paris, New York, and graduated from Union College in Schenectady in 1830. After independent law study he was admitted to the bar in 1834 and opened a legal practice in Oswego. He served as District Attorney for Oswego County (1841 to 1843), Mayor of Oswego (1850 to 1851), and President of Oswego's Board of Education (1853 to 1855). Babcock sought no other public office and devoted the rest fo his life to his law firm.
