US Congressman. Born in Brooklyn, he graduated from Union College in 1865, was admitted to the bar the following year and opened a law practice in Goshen, New York. In 1886 he was elected to the Forty-ninth Congress as a Democrat, representing New York's 15th district, to fill the vacancy caused by the death of Lewis Beach; he was subsequently reelected to two full terms, serving from 1886 to 1889 and from 1891 to 1893. He was defeated in 1888 and failed to win his party's renomination in 1892. During his time on Capitol Hill Bacon was Chairman of the Committee on Manufactures and Chairman of the Committee on Banking and Currency; he was also a delegate to the 1892 Democratic National Convention. His later years were devoted to his legal practice in Goshen.
