US Congressman. He graduated from Dickinson College Pennsylvania, studied law, was admitted to the bar in 1798 and commenced to practice law in Chillicothe, Ohio. He served as the first Ohio Secretary of State, was the designer of the Great Seal of Ohio and a member of the Ohio State House of Representatives in 1810. In 1813, he was elected as a Republican to the Thirteenth Congress to fill the vacancy caused by the resignation of Duncan McArthur; reelected to the Fourteenth Congress, serving until 1817. He was a president of the branch bank of the United States at Chillicothe, elected as an Adams to the Twentieth Congress in 1827 and served until his resignation in 1828. He was again reelected as an Anti- Jacksonian to the Twenty-first and Twenty-second Congresses, serving from 1829 to 1833. Not a candidate for re-nomination, he resumed the practice of law until his death at age 72.
