He was born Nov. 3, 1917, in Magoffin County, Ky. His parents were Alex Martin and Cora (Williams) Franklin. He married Lelah Marie (Rucker) Franklin. She preceded him in death in 1998. Survivors include two daughters, Janice May of Belleville, Kan., and Nancy Church of Greenwood; two brothers, Robert and Henry Franklin, both of Ashland, Ky.; two sisters, Marie Hocker of Ashland, Ky., and Emma Grubb of Dublin, Ohio; four grandchildren; and seven great-grandchildren. He was preceded in death by a son, Joe Franklin; three brothers, John, Paul and James Franklin; and five sisters, Ruby Franklin, Dixie Franklin, Berta Franklin, Ruie Fyffe and Betty Jo Smith.
He graduated from Berea Academy and Berea College.
He retired as a foreman of the Hot Strip Mall with Armco Steel after 40 years.
He was a member of First United Methodist Church and Veterans of Foreign Wars.
He was a U.S. Army veteran, serving in World War II.
A service will be conducted at 10 a.m. Monday at Steen Funeral Home, Ashland Chapel, in Ashland, Ky. Friends may call from 4 to 7 p.m. Sunday at the funeral home. Burial will be at Ashland Cemetery, with military services by Kenova American Legion Post 93.
