US Congressman. Born in New Castle, Delaware, he graduated from Jefferson College Pennsylvania, engaged in teaching in Indiana for several years, returned to Delaware, studied law, was admitted to the bar in 1857 and commenced to practice law in Dover, Delaware. He was a member of the Delaware State House of Representatives in 1857, clerk of the Delaware State House of Representatives (1859, 1863, 1871), United States Attorney for the District of Delaware, (1868-72) and Attorney General of Delaware State, (1874-78). In 1887, he was elected as a Democrat to the Fiftieth and Fifty-first Congresses, serving until 1891. Not a candidate for re-nomination, he resumed the practice of law until his death age 76 in Dover, Delaware.
