U.S. Congressman. Moving to Maryland in 1872, he received an appointment in the U.S. Railway Mail Service serving 1874-75. He then graduated from the law department of the University of Maryland, was admitted to the bar and practiced law in Baltimore. He was a member of the Baltimore City Council (1887-88) and treasurer of the Maryland Republican State Committee in 1895. In 1897, he was elected as a Republican to the Fifty-fifth Congress, serving until 1899. An unsuccessful candidate for reelection, he served as an agent for the U.S. Life Insurance Company and as a member of Baltimore Sewerage Commission from 1905 until his death from apoplexy.
