US Congressman. Born in Baltimore, Maryland, he graduated from Baltimore City College in 1886, was in the mercantile business, studied law, was admitted to the bar in 1894 and commenced to practice law in Baltimore. He was a member of the Maryland State Senate, (1908-12). In 1913, he was elected as a Democrat to the Sixty-third Congress to fill the vacancy caused by the death of George Konig, reelected to the Sixty-fourth, Sixty-fifth and Sixty-sixth Congresses, serving until 1921. An unsuccessful candidate for reelection, he resumed the practice of law, plus was a collector and manager of the bureau of receipts, (1922-25). He died at age 65 in Baltimore, Maryland.
