U.S. Congressman. He graduated from the Allegany Academy, studied law, was admitted to the bar in 1859 and commenced to practice law in Baltimore, Maryland. During the Civil War, he served as a Private in the 1st Maryland Infantry Regiment, Confederate Army. After the war, he resumed the practice of law and was a member of the Maryland State House of delegates, (1870, 76, 78). In 1881, he was elected as a Democrat to the Forty-seventh and Forty-eighth Congresses, serving until 1885. After leaving Congress, he served as the Baltimore City Counselor, (1888-89) and resumed the practice of law until his death.
