U.S. Congressman. He graduated from Princeton College in June 1851 and then engaged in agricultural pursuits. Heb was a member of the Maryland State House of Delegates, (1860-61), a member of the Maryland State Senate, (1867-68, 70, 72), served as Maryland State tobacco inspector (1873-74) and as Maryland State Treasurer, (1874-85). In 1885, he was elected as a Democrat to the Forty-ninth, Fiftieth and Fifty-first Congresses, serving until he resigned in 1890. He then was appointed by President Cleveland naval officer at Baltimore, Maryland, serving until his death at age 68.
