U.S. Congressman. He attended Strayer Business College, was a Baltimore mailing clerk, (1919-23) and was founder-president of Industrial Loan Company, (1926-56). He was a member of the Maryland State House of Delegates, (1935-39) and a member of the Baltimore City Council, (1939-52). In 1953, he was elected as a Democrat to the Eighty-third Congress and to the next eight succeeding Congresses, serving until 1971. An unsuccessful candidate for re-nomination, he lived in retirement until his death at age 80.
