Lawyer, Politician, US Congressman. Born at "Belvedere" near Baltimore, Maryland he was a son of John Eager Howard and his wife Margaret Oswald Chew. He pursued classical studies, and was graduated from Princeton in 1809. After studying law he was admitted to the bar and practiced in Baltimore. He served in the War of 1812 and was promoted to command of the Fifth Regiment becoming a brigadier general. Politically he first served as a member of the city council of Baltimore in 1820; following which he served as a Member of the Maryland State House of Delegates from 1824 to 1825 then he was elected as a Jacksonian to the United States Congress three times and once as a Democrat. He was a member of the Maryland State Senate from 1840 to 1841, and Delegate to the Maryland State Constitutional Convention in 1850. He was an unsuccessful Democratic candidate for Governor of Maryland in 1861. He died in Baltimore.
