U.S. Senator. He studied law, was admitted to the bar and commenced to practice law in Wilmington, Delaware. Entering politics, he was a member of the Delaware State House of Representatives, (1800-02) and Attorney General of Delaware, (1806-10). In 1810, he was elected as a Federalist to the United States Senate to fill the vacancy caused by the death of Samuel White, serving until 1821. Not a candidate for reelection, he was chairman of the Committee on the District of Columbia and later retired from public service.
