U.S. Congressman. After completing preparatory studies, he studied law, was admitted to the bar in 1805 and began a lifelong practice of the law at Georgetown, Delaware. He began his political career as a member of the Delaware State House of Representatives (1803-07) and was a member of the Delaware State Senate, (1808-10). In 1810, he was elected as a Federalist to the Thirteenth and Fourteenth Congresses, serving until 1817. After his term, he retired from politics, but continued the practice of law until his death at age 65.
