US Congressman, US Senator. Served as a Colonel in the United States Army during World War I. Elected to represent Maryland's 2nd District in the United States House of Representatives, serving from 1923 to 1927. Also served as a Member of the Maryland State House of Delegates from 1916 to 1917, and 1920, Speaker of the Maryland State House of Delegates in 1920, Member of the Maryland State Senate from 1922 to 1924, Delegate to the Democratic National Convention from Maryland in 1928, and 1944, and United States Senator from Maryland from 1927 to 1951, being defeated in 1950.
