US Congressman. The son of John Grant Chapman, Andrew was tutored at home and then attended Charlotte Hall Academy in St.Mary's Co., Md. He graduated from St.John's College of Annapolis in 1858 and the law department of the University of Virginia in 1860. He moved to Baltimore in 1860 and was admitted to the bar the same year. He commenced practice in that city and moved to Port Tobacco in 1864. He continued his practice of law and also engaged in agricultural pursuits. He was a member of the State house of delegates several times between 1867 and 1885. In 1874 he was appointed aide and inspector with the rank of brigadier general on the staff of Governer Groome and reappointed by Governor Carroll. He was elected as a Democrat to the Forty-seventh Congress. He was an unsuccessful candidate for reelection in 1882. He resumed the practice of law and was apppointed deputy collector of internal revenue in 1885 and collector in 1888. He was a delegate to the Democratic National Convention in 1888. He died at his home, "Normandy".
