U.S. Congressman. During the Revolutionary War, he served in the Continental Army and was a member of the Maryland convention which ratified the Federal Constitution in 1788. In 1789, he was elected as a Pro-Administration candidate to the First Congress, serving until 1791. After his term, he was appointed by President Washington in 1791, supervisor of distilled liquors for the district of Maryland and served until his death at age 58.
