U.S. Congressman. He attended Phillips Exeter Academy, graduated from Harvard University in 1877, studied law, was admitted to the bar in 1879 and practiced law in Boston, Massachusetts. He was a member of the Massachusetts State House of Representatives in 1889, district attorney for the southeastern district of Massachusetts, (1891-1901) and associate judge of the superior court of Massachusetts, (1902-11). In 1911, he was elected as a Republican to the Sixty-second Congress, serving until 1913. Not a candidate for re-nomination, he was appointed by President Harding U.S. District Attorney of Massachusetts, serving until 1924 and practiced law until his death.
