U.S. Congressman. He attended Nichols Academy, graduated from Yale College in 1869, studied law, was admitted to the bar in 1871 and commenced to practice law in Worcester, Massachusetts. He served in Worcester City Council (1874-80), was a member of the Massachusetts State House of Representatives (1890-91) and served in the State Senate, (1890-91). In 1899, he was elected as a Democrat to the Fifty-sixth, Fifty-seventh, and Fifty-eighth Congresses, serving until 1905. Not seeking reelection, he resumed his law practice until his death.
