US Congressman. He graduated from Harvard University in 1860, from its law school in 1863, was admitted to the bar and commenced to practice law in Boston, Massachusetts. He was a member of the Massachusetts State House of Representatives, Somerville City Solicitor, and a member of the Massachusetts State Senate. In 1879, he was elected as a Republican to the Forty-sixth and Forty-seventh Congresses, serving until 1883. An unsuccessful candidate for reelection, he again served as Somerville City Solicitor, and continued the practice of law, until his death at age 88.
