U.S. Congressman. He graduated from Harvard University, in 1872, from Harvard Law School in 1875, was admitted to the bar and commenced the practice of law in Boston, Massachusetts. He was a member of the Massachusetts State House of Representatives, (1880-82), served in the Massachusetts State Senate, (1884-85) and commissioner of parks for Boston, (1885-89). In 1889, he was elected as a Democrat to the Fifty-first and Fifty-second Congresses, serving until 1893. An unsuccessful candidate for reelection, he was again commissioner of parks for Boston in 1894 and resumed the practice of law until his death at age 44.
