U.S. Congressman, Massachusetts Governor. He attended the University of Vermont, moved to Massachusetts, in 1882 and engaged in the manufacture of iron and steel products. He was elected as a Democrat to the Sixty-first Congress to fill the vacancy caused by the death of William C. Lovering, serving (1910-11). In 1911, he was elected as a Democrat, the 47th Governor of Massachusetts, serving until 1814. During his term, legislative pay raises were authorized, direct election of state officers was sanctioned, campaign expenses were controlled, a state employee pension plan was instituted and the number of state judgeships was increased, as well as their salaries. After leaving office, he resumed his former manufacturing pursuits and managed his large real estate holdings in Boston, until his death at age 80.
