19th and 25th Delaware Governor. He served as Governor of Delaware from January 15, 1811 to January 18, 1814. He was then elected as Delaware's 25th Governor to a second non-consecutive term and served from January 21, 1823 to June 20, 1823. He was the first Governor of Delaware to be elected to two non-consecutive terms of office.
