Born in York County, Pa, the son of the Reverend Frank Gossert Mentzer and Mary Alice Wagaman Mentzer.

He was a member of Grace United Methodist Church, the Maryland Military Insignia Club, Morris Frock Post No. 42, of which he was a member of the Honor Guard and the Forty and Eight Local No. 651. He was a veteran of World War II enlisting in Company B in 1939 and was deployed overseas in 1942. While serving at St Lo in France, "Frank" was awarded the Bronze Star Medal for Heroic Achievement in Military Operations; Combat Infantry Badge for Exemplary Conduct before the Enemy at St Lo July 18, 1944 as portrayed in the book "The Clay Pigeons of St Lo" and returned to Hagerstown at the rank of Captain at the end of the war.

He was married to the former Evelyn Jane Lynn and his children are:
